Minutes of the December 11, 2000 meeting was recommended for approval. A motion for approval was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 12-0.

Associate Commissioner Craft presented a list of basketball officials who have applied to work the 2000-01 Boys Basketball Tournament Series. Permission was requested to select officials from this list. A motion for approval was made by Mike Blackburn; seconded by Dan Cunningham; motion passed 12-0.

Assistant Commissioner Cox presented a list of wrestling officials who have applied to work the 2000-01 Wrestling Tournament Series. Permission was requested to assign officials from this list. A motion for approval was made by Oren Sutherlin; seconded by Joseph Trimboli; motion passed 12-0.

Assistant Commissioner Searcy provided a list of possible starters who have applied for the 2000-01 Swimming & Diving Tournaments. Permission was requested to select officials from this list. A motion for approval was made by Janis Qualizza; seconded by Linda Barnett; motion passed 12-0.

Assistant Commissioner Searcy presented a list of licensed gymnastics judges and requested permission to select judges for the 2000-01 Gymnastics Tournament from said list. A motion for approval was made by Mike Blackburn; seconded by Joseph Trimboli; motion passed 12-0.

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2000-01 Boys Golf Tournament Series. A motion to approve the recommendations for the 2000-01 Boys Golf Tournament Series was made by Michael Necessary; seconded by Dennis Eller; motion passed 12-0.

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2000-01 Track & Field Tournament Series. Included in this report were the following recommendations for changes in host sites:

A motion to approve the recommendations for the 2000-01 Track & Field Tournament Series was made by Linda Barnett; seconded by Cecil Raymond; motion passed 12-0.

The Executive Committee took the following actions in response to proposals presented by the Indiana Association of Track and Cross Country Coaches and the Indiana Coaches of Girls Sports Association during the December meeting. These recommendations will be effective for the 2000-01 Track and Field Tournament Series.

• It was recommended the 3200 meter run be contested immediately after the 200 meter dash as indicated in the NFHS Track and Field Rule Book.
• It was recommended that a set time schedule be followed for all events at all levels of the tournament series.

A motion to accept the following recommendations was made by Dennis Eller; seconded by Janis Qualizza; motion passed

12-0.

The 3200 meter run shall be conducted after the 200 meter dash unless changed by the games committee; in lieu of a games committee, there must be mutual consent of all participating schools prior to the beginning of the meet.

The staff will re-emphasize that a set time schedule be followed for all events at all levels of the tournament series.

Assistant Commissioner Cox reported of the report of the Football Reclassification Committee for approval. The period for which this reclassification would be in effect is two years (2001 & 2002). The report included the following alignment of teams:

A motion to approve 2001-02 sectional football realignments, pending recommendations from the Public/Private Committee, was made by Oren Sutherlin; seconded by Mike Blackburn; motion passed 12-0.

Assistant Commissioner Wynns reported on the proposed fee increase for officials to renew an IHSAA license. Beginning in 2001-02, the National Federation will increase its insurance fee by $5 per official. As a result, it is necessary to re-evaluate the IHSAA fee structure. Beginning with the 2001-02 school year, IHSAA officials will incur a $50 renewal fee each year, which will allow the official to become licensed in three sports. Officials who wish to obtain a license in additional sports will pay $5 per sport. The fee for newly licensed officials will remain at $35, which will cover testing for as many as four sports. A motion to approve the proposed 2001-02 official’s licensing fee structure was made by Linda Barnett; seconded by Jean Shonkwiler; motion passed 12-0.

Associate Commissioner Craft reported the Untied States Grand Prix is scheduled for the same weekend as the 2001 IHSAA Girls Golf State Finals, which means a likely shortage of available hotel rooms for that weekend. Despite this conflict, the 2001 Girls Golf State Finals will be played as scheduled Sept. 28 and 29 at the Legends of Indiana in Franklin.

Associate Commissioner Craft reported on transfers that have been ruled upon during the 2000-01 school year. This report included the following actions as of January 4, 2001

Full Eligibility – 1,844.

Limited Eligibility – 158.

Ineligible – 22.

Total – 2,024.

Assistant Commissioner Wynns reported on the unsportsmanlike conduct reports received by the Association as of January 10, 2001. At this point in the school year, 140 schools have not had a single unsportsmanlike conduct report filed on an athlete or coach. The five member schools who have been cited for 10 or more unsportsmanlike conduct reports will be receiving a letter from Commissioner Ress requesting their administration to take action to prevent further occurrences. Member schools who have been cited for six or more reports will receive a letter notifying them of excessive unsportsmanlike reports.

The following reports were presented regarding the financial status of sports conducted during the fall sports season.

• Boys cross country and girls cross country are deficit sports, with the only income coming from the state meet. The total deficit for 2000 was $56,189.68. This was an increase of 12% from the 1999 report.
• The tournament series in girls golf does not produce income. The cost of conducting the girls golf tournament series in 2000 was $46,476.99.
• The football tournament series net revenue to the Association showed a slight decrease (5.7%) from 1999. However, the member schools’ sectional share of the football income was significantly higher at more than $790,000. Likewise, the total attendance for the tournament series showed an increase of more than 5% and was 413,106.
• The volleyball tournament series net revenue showed a decrease of 15%, which included a decrease in total attendance, specifically at the sectional level. However, the member schools’ share remained relatively consistent from last year at $37,000.

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

Sports Information Director Russell reported that Ted Throckmorton, color analyst on WAVG Radio in Jeffersonville, has been selected as the IHSAA Distinguished Media Service Award Recipient for 2000-01 in District V. Throckmorton has been in his current position for the past 38 seasons. A graduate of Indiana University, Ted has been a successful businessman and community leader in the Jeffersonville area. Throckmorton and his wife, Alveda, celebrated their 50^th wedding anniversary in December, and are the parents of two children and the grandparents of two children. He will be honored as a part of the pre-game ceremonies before the Jeffersonville-Floyd Central boys basketball game on January 12.

Commissioner Ress reported on the National Federation’s Winter Meeting. Among the topics discussed were: (a) the NCAA amateurism proposal; (b) the national high school sports web page being developed under the address of www.ihigh.com; (c) the foreign exchange student policy; and (d) Women’s Sports Foundation.

A motion to adjourn the January meeting of the IHSAA Executive Committee was made by Joseph Trimboli; seconded by Dennis Eller; motion passed 12-0. The next meeting of the Executive Committee will be at IHSAA headquarters at 8 a.m. on Feb. 16, 2001.
